Miami-Dade County launched the largest film incentive program in Florida. The High Impact Film Fund Program (HIFFP), is aimed at energizing the local entertainment sector and attracting top-tier film and TV productions. This $50 million incentive program over the next 5 years intends to drive economic growth, artistic innovation, and global recognition for Miami-Dade as a premier filmmaking destination.

The Miami-Dade Film Commission, branded FilMiami, is a full-service concierge Film Commission that provides locations and logistics assistance, issues film permits for many of its 34 municipalities, coordinates with State and Federal entities, offers referral resources, and nurtures local content creators. FilMiami also markets and promotes Miami-Dade County as a premier destination for television, film, photo, and digital media to global Hollywood.

The Film Commission’s vision is to make Miami-Dade County a top global destination for the film and entertainment industry. The mission is to develop and sustain a thriving film and entertainment industry increasing the economic impact in Miami-Dade County.

Incentive Program:
The High Impact Film Fund Program is a performance-based rebate grant for feature-length films, made-for-TV/streaming movies, or TV/streaming series projects with a high return on investment to Miami-Dade County. All productions must register with the Miami-Dade Office of Film and Entertainment (OFE) to begin the application process. Productions must apply via the website portal which will be open for submissions once every fiscal year. Each project’s eligibility will be determined on a case-by-case basis by OFE. After the grant is approved, the rebate will be distributed once the production meets all requirements as determined by OFE internal audit and certified through a professional audit at cost to the production.

Incentive Type: Cash rebate up to 20%

Minimum Spend:  $5,000,000 for Feature-length Films, Made-for-TV/Streaming Movies or TV/Streaming series.

Annual Allocation: Up to $10 million in recurring funds per fiscal year.
NOTE: Miami-Dade fiscal year runs October 1st – September 30th.

Qualifying: 
* 90% of the production that occurs within the State of Florida must occur in Miami-Dade County.
* 60% of the qualified labor must be Miami-Dade County residents.
* 70% percent of hired vendors/contractors must be Miami-Dade County registered businesses.

Audit: Independent, FL-licensed certified public accountant to perform audit at cost to the production.

Screen Credit Required: Yes, including a logo to be supplied by Miami-Dade Office of Film and Entertainment

Qualifying Expenses: Goods / Services / Compensation and Wages / Fringes / Per Diems / Living/ Travel / Expenses and Stipends.

Qualifying Productions: Episodic Television Series / Television Mini-Series / TV Pilots / Major motion picture

Sales and Use Tax Exemption: Production companies may be eligible for an exemption from sales and use tax on the purchase or lease of certain items used exclusively as an integral part of the production activities in Florida.

The City of Miami Beach has the Film & Production Incentive Program that is stackable with Miami-Dade County. The Miami Beach program offers:
• $10,000 grants;
• $25,000 local spend required;
• a minimum of three (3) shoot days in Miami Beach,
or minimum of 70% Miami-Dade based cast and crew
• can be combined with Miami and Miami-Dade County incentive programs;
• awarded quarterly; and
• films, scripted TV shows and web series, commercials, music videos, documentaries, all can apply!

Also, the City of Miami Beach has a Visitor and Convention Authority Film Incentive Grant Program that provides grants for special events, promotions, activities, and festivals which will stimulate tourism by increasing hotel occupancy and will have a significant media impact on Miami Beach.
